<p class="wp-block-paragraph">Musculoskeletal disorders, or MSDs, are unfortunately all too common in the workplace. In fact, they&#8217;re the leading cause of worker disability, involuntary retirement, and limitations to gainful employment. </p>



<p class="wp-block-paragraph">These injuries not only impact employee wellbeing, but also have a major impact on business efficiencies. To help reduce the number of work-related MSDs, the <a href="https://www.nsc.org/" target="_blank" rel="noreferrer noopener">National Safety Council</a> has launched two new grant programs, called Research to Solutions (R2S) and MSDs Pilot Grant 1.0. </p>



<p class="wp-block-paragraph">The Council is awarding $285,000 to these programs in the hopes of finding promising new safety solutions.</p>



<p class="wp-block-paragraph">The <a href="https://www.nsc.org/msd" target="_blank" rel="noreferrer noopener">MSD Solutions Lab</a>, a strategic initiative established in 2021 with Amazon to help organizations of all sizes reduce MSDs, is behind these new grant programs. </p>



<p class="wp-block-paragraph">According to Paul Vincent, NSC executive vice president of workplace practice, &#8220;MSDs are incredibly complex injuries that impact workers in every industry and sector, which is why finding effective solutions and being able to scale results across a range of operating environments is central to the Council&#8217;s mission.&#8221;</p>



<p class="wp-block-paragraph">Carla Gunnin, director of Global Governance and External Affairs for Workplace Health and Safety at Amazon, added that &#8220;Encouraging innovation is what the MSD Solutions Lab is all about, We appreciate the Council&#8217;s leadership in this space, and we&#8217;re excited about the research that will come from these grants, because we believe it can be used to improve workplace safety around the world.&#8221;</p>



<p class="wp-block-paragraph">To give you a bit more information, MSDs can include tendinitis, back strains and sprains, as well as carpal tunnel syndrome, and are often caused by repetitive, forceful exertions like heavy lifting. </p>



<p class="wp-block-paragraph">Each grant is designed to further MSD prevention:</p>



<ul class="wp-block-list">
<li>Research to Solutions: This program invites academic institutions, businesses, and industries to innovate new solutions for MSDs, focusing on occupational injury risk reduction that can be seamlessly integrated across a range of sectors and workplaces. R2S proposals should support one or more key research areas, including emerging technologies, solutions to jobs or tasks known to have high MSD risk, MSD management systems, future of work, and total worker wellbeing. Up to $75,000 per approved research project will be awarded, for a total of $225,000 in grants.</li>



<li>MSDs Pilot Grant 1.0: This program aims to prevent MSDs specifically caused by manual material handling by matching organizations with innovative technology providers to trial emerging technologies in real-life applications. The inaugural grant is available to members of the MSD Pledge community willing to partner with the six leading technology providers featured at the 2022 NSC Safety Congress &amp; Expo. A total of $60,000 will be awarded.</li>
</ul>



<p class="wp-block-paragraph">The list of inaugural grant recipients will be announced in June 2023 and the winners will have an opportunity to present their safety findings at the 2024 NSC Safety Congress &amp; Expo or another event.</p>

<p class="wp-block-paragraph">However, workplace safety should remain a priority during difficult economic times. </p>



<p class="wp-block-paragraph">Reducing investments in safety programs can lead to increased worksite injuries, resulting in lost productivity, employee absences, and lower profits in the long term. The costs of a <a href="https://ehsdive.com/blog/workplace-injury-response-procedure/" target="_blank" rel="noreferrer noopener">workplace injury</a> or illness can be substantial, and include medical expenses, lost wages, and the cost of hiring and training replacement workers.</p>

<p class="wp-block-paragraph">In a recent incident at <a href="https://apnews.com/article/occupational-safety-and-health-administration-pennsylvania-business-c434508ff07c5fdc3bbeb6c23b130d40" target="_blank" rel="noreferrer noopener nofollow">an M&amp;M/Mars factory in Elizabethtown</a>, Pennsylvania, two contract workers fell into a vat of chocolate while performing maintenance work. </p>



<p class="wp-block-paragraph">The incident occurred in June 2022, and both workers had to be rescued by emergency responders who cut a hole in the bottom of the partially filled tank to free them. According to reports, the workers were not authorized or trained to work in tanks.</p>



<p class="wp-block-paragraph">The Occupational Safety and Health Administration (OSHA) has since fined the confectionary factory more than $14,500 for the incident. </p>



<p class="wp-block-paragraph">OSHA holds Mars Wrigley, the parent company of M&amp;M/Mars, responsible for the incident, as the workers were employed by an outside contracting firm.</p>



<p class="wp-block-paragraph">Employee safety is a top priority for Mars Wrigley, and the company takes full responsibility for the incident. A company representative stated that they appreciate OSHA&#8217;s collaborative approach to working with them to conduct an after-action review.</p>



<p class="wp-block-paragraph">The incident highlights the importance of workplace safety and the need for employers to ensure that their employees are properly trained and authorized for any tasks they are assigned. </p>



<p class="wp-block-paragraph">The consequences of inadequate training and safety protocols can be severe, and employers must take steps to protect their workers from harm. In this case, the workers were fortunate to have survived the incident, but it serves as a cautionary tale for all employers to prioritize safety in the workplace.</p>

<p class="wp-block-paragraph">Employers are constantly seeking more resources to maintain a healthy and safe workplace for their employees. </p>



<p class="wp-block-paragraph">With this goal in mind, the American Industrial Hygiene Association (AIHA) has launched a new website called <a href="https://healthierworkplaces.org/" target="_blank" rel="noreferrer noopener nofollow">Healthier Workplaces. </a></p>



<p class="wp-block-paragraph">The website provides free resources for employers and employees to ensure worker health and well-being, including strategies for keeping workplaces safe from infectious disease outbreaks and pandemics.</p>



<p class="wp-block-paragraph">According to Lawrence D. Sloan, CEO of AIHA, “The COVID-19 pandemic has highlighted the importance of protecting workers – across a range of industries – not only to maintain their health but also to help keep the country running during a time of great uncertainty.”</p>



<p class="wp-block-paragraph">The Healthier Workplaces website contains three main sections of resources. The first section, Consumer Health and Safety Resources, offers topic-specific content such as indoor air quality, disaster preparedness and response, and young worker safety training. </p>



<p class="wp-block-paragraph">The second section, Workplace Resources, provides two distinct resource hubs for employers and employees, offering expert guidance documents and resources by industry and job role. </p>



<p class="wp-block-paragraph">Lastly, the website includes a Video Podcast Series with informative episodes on consumer health and safety topics, with new episodes every first and third Wednesday of the month.</p>



<p class="wp-block-paragraph">The Healthier Workplaces website also includes a Worker Health and Safety section that features industry-specific content for employers in chemical manufacturing, construction, first responders, and transportation (freight railway and trucking) industries. </p>



<p class="wp-block-paragraph">Resources in this section include checklists, infographics, and guidance documents to help employers protect their employees’ health.</p>



<p class="wp-block-paragraph">Additionally, the website offers a Consultants Listing to help employers and consumers locate OEHS professionals in their area. With its wide range of resources and information, Healthier Workplaces is an excellent tool for employers and employees to promote worker health and safety.</p>

<p class="wp-block-paragraph">The world of manufacturing is undergoing a seismic shift, and it&#8217;s all thanks to the emergence of increasingly advanced robotic systems. </p>



<p class="wp-block-paragraph">These technological marvels have made the Occupational Safety and Health Administration&#8217;s (OSHA) standard for the Control of Hazardous Energy (Lockout/Tagout) impractical and even obsolete in many workplaces. </p>



<p class="wp-block-paragraph">OSHA&#8217;s Lockout/Tagout Standard was proposed in September 1979 and finalized 10 years later, but since then, the proliferation of robotic systems has complicated the standard&#8217;s implementation.</p>



<p class="wp-block-paragraph">It&#8217;s not hard to see why the standard needs a revamp. The latest robotic systems, particularly mobile robots and collaborative robots that work alongside human workers, can move independently and adapt to new circumstances and information in a workplace. </p>



<p class="wp-block-paragraph">These machines &#8220;think&#8221; while they work, and shutting them down is a lot different and more complex than &#8220;locking out&#8221; a traditional, standalone piece of industrial equipment.</p>



<p class="wp-block-paragraph">Unfortunately, enforcement of the Lockout/Tagout standard when applied to robotics can have serious consequences. </p>



<p class="wp-block-paragraph">OSHA can penalize &#8220;Serious&#8221; violations up to $15,625 per infraction, and an even more significant threat lies in abatement requirements. If the agency requires a manufacturer to discontinue the use of its robotic systems, it could effectively debilitate operations.</p>



<p class="wp-block-paragraph">But it&#8217;s not just about the penalties. Strict adherence to the standard could also introduce logistical problems, with some newer systems having such precise calibrations that de-energizing them could introduce inaccuracies that would render the system ineffective. </p>



<p class="wp-block-paragraph">To deal with this, many robotic systems have been designed to undergo maintenance without de-energizing them, a potential violation of the standard.</p>



<p class="wp-block-paragraph">In response to these challenges, OSHA has issued a Request for Information in 2019 seeking &#8220;information regarding two areas where modernizing the Lockout/Tagout standard might better promote worker safety without additional burdens to employers: control circuit type devices and robotics.&#8221; </p>



<p class="wp-block-paragraph">The request is intended to help the agency determine the conditions under which control circuit type devices could safely be used for the control of hazardous energy. </p>



<p class="wp-block-paragraph">This request is a potential precursor to an update of the standard to accommodate the use of the evolving technology of robotics, as well as the use of control-circuit type devices to isolate energy.</p>



<p class="wp-block-paragraph">In the meantime, employers using robotic systems may need to continue to seek variances to ensure the agency deems their processes safe and compliant. It&#8217;s a challenging time for manufacturers, but it&#8217;s also an exciting one, as they have the opportunity to be at the forefront of the next industrial revolution.</p>

<p class="wp-block-paragraph">Just recently, in September of 2022, the program was broadened to include any type of company that violates safety standards on a willful or repeat basis. As a result, Dollar General, one of the country&#8217;s fastest-growing retailers, was the first company to be added under the expanded scope of the program.</p>



<p class="wp-block-paragraph">A White House official has shared data indicating that since January 2017, OSHA (Occupational Safety and Health Administration) has carried out inspections on over 270 Dollar General stores and identified 111 instances of workplace safety violations. </p>



<p class="wp-block-paragraph">During that period, the agency has imposed more than $15.5 million in penalties. Some of the issues found include obstructed fire exits, and boxes of merchandise that clutter the aisles or are stacked dangerously high.</p>



<p class="wp-block-paragraph">According to two anonymous federal officials, in some instances, inspectors have visited a store to demand that a hazard be rectified, only to find out later that the problem was still unresolved in a follow-up visit. </p>



<p class="wp-block-paragraph">Despite the growing fines and <a href="https://www.epi.org/company-wage-tracker/" target="_blank" rel="noreferrer noopener">criticism from worker advocates</a> and left-leaning think tanks over wages that are some of the lowest in the retail and service industry, Dollar General continues to be a highly profitable organization that fills a void in rural areas and impoverished urban neighborhoods. </p>



<p class="wp-block-paragraph">This is because there are often no other retailers selling inexpensive food and household staples in these areas.</p>



<p class="wp-block-paragraph">However, the issue of safety at Dollar General runs much deeper than just a few rogue stores, as highlighted by federal officials in interviews. </p>



<p class="wp-block-paragraph">The company&#8217;s business model depends on small box stores with high sales volumes, which are lightly staffed. This means that there are often not enough employees to unload delivery trucks and immediately stock the shelves. Consequently, inventory may be left in the aisles, creating hazards for both employees and customers.</p>



<p class="wp-block-paragraph">Despite being a large company, the fines that Dollar General has paid so far are just a tiny fraction of the billions of dollars in sales generated every year. Until recently, the company has not been willing to engage with OSHA on resolving these issues broadly and has contested many of the penalties.</p>



<p class="wp-block-paragraph">Now that Dollar General has been included in the severe violators program, OSHA officials can inspect any store at random, even if the agency has not received a specific complaint about working conditions. </p>



<p class="wp-block-paragraph">Some of Dollar General&#8217;s stores are among the 462 workplaces in that program.</p>



<p class="wp-block-paragraph">It&#8217;s worth noting that a safe workplace for employees is a crucial factor that every company must prioritize. </p>



<p class="wp-block-paragraph">As workers in the United States are entitled to certain protections by law, this administration will enforce that. Therefore, it is essential that Dollar General and Dollar Tree put in place appropriate safety measures to ensure that their employees and customers are safe.</p>
